Presentation

SOA: How to start without an architect, java programmers, Enterprise Service Bus, governance model, or budget

Robert Vitello, CIO, NYS Department of Labor - Mr. Vitello provided an interesting presentation that blended education on the fundamentals of SOA with some insight on how NYS DOL and other NYS agencies are leveraging SOA to move toward lowering the cost of government. Robert explained how agile development is a key component to SOA, and he gave real life examples of how a citizen's interaction with government is supported by technology built in a SOA approach. Mr. Vitello emphasized the value of collaboration between State agencies, and the need to eliminate the concept of silos that keep agencies operating without coordination.

Several agency CIOs are collaborating to find ways leverage SOA to reduce the cost of government.

Lowering the investment in technology is NOT the same thing as lowering the total cost of government.

If both raw cost and value decrease, there is no actual cost savings.

There ought to be incentives for collaboration.

Lowering the cost of government: Must not be short sighted. Avoid cost, increase revenues, more closely adhere to laws, improve service to individuals, move society forward.
