Today's organizations are challenged with finding better ways to capture their data with their mobile work forces. New technology options in both hardware and software are allowing these work forces to improve data collection accuracy, transfer information in real time and cut costs.

The Forum's Emerging Technologies Committee hosted an in-depth seminar addressing today's technology products that are being used by government organizations to improve data capture in the field; discuss the technology components to create legal binding documents and issues around end user adoption; discuss the processes and planning involved to gain the best return on investment, today's presenters will explore it all.

The Evolution of Mobile Devices
Steve Allen, VP Consulting Services, Linium

Mr. Allen's presentation will focus on mobile technology, specifically what technology and why. He will lead the audience through an exploration of critical decisions and the thought process of determining what technology is appropriate. What are the critical decisions i.e environment, technical aptitude, application(s).

Steve Allen is a long time promoter of the use of mobile technology to improve business delivery. Since joining Linium in 2005, Mr. Allen has lead the development of Linium's wireless adoptive technology framework which enables the rapid development and deployment of mobile solutions on the Windows platform. Under Mr. Allen's guidance, Linium has delivered mobile solutions to the fortune 100 including global deployments and NY State Government Agencies. Mr. Allen has spent 23+ years advising clients on the use of technology to improve business outcome and speaks at numerous industry events including; HP World Forum, IEEE Risk Management Conference, and Peregrine Forum.

E-Forms Technology: Past, Present and Future
Joseph Whitmore, Sr. VP of Research & Development, Formatta Corporation, Fairfax, Virginia

Mr. Whitmore's presentation will cover a (very) brief history of electronic forms (e-forms) in government and then move to the technology components required to create legally binding e-forms transaction. Part 2 of the presentation will cover the business aspects associated with encouraging end-user adoption, software licensing models, where e-forms make sense and where they don't, etc. Finally, part 3 will focus on return on investment (ROI), and how e-forms can rapidly be integrated with the enterprise and a website for dealing directly with the public.

Mr. Whitmore has 20 years of experience in data capture, systems analysis and design, data automation and business process reengineering. He has conducted research in secure data exchange over public networks, cryptography and electronic authentication. He also has past experience with Army Computer Aided Acquisition Logistics Support (ACALS) System, optical character recognition (OCR), rapid application development (RAD) and SDLC for software development. Currently he has two patents pending for encrypting two-dimensional symbologies and instantiating authentication in Internet transactions.

Other fields of expertise include system security, authentication, secure data exchange, data automation / image capture and software development.

Mr. Gowen's presentation will focus on the processes involved to gain the best return on investment from your field personnel's mobile solutions.

Wayne Gowen ? has 26 years of experience in the IT Service and Support industry, which includes R & D Engineering. He is currently a Sr. Business Analyst / IT for the NY Power Authority in White Plains, NY. In this role, he researches various new technologies, works with consultants/experts on various business solutions, and attends training and professional development opportunities relevant to his research and project implementation.

Wayne was the project manager for researching, evaluating and deploying handheld mobile solutions. NYPA's choice of Blackberry as its mobile solution began in 2001. Today this solution is a core component of the infrastructure that maps directly to the business model.
